Kant＇s theory of perpetual peace is the most creative and important one in his political theories and discussed by later scholars frequently up till now. As far as Kant＇s theory, there is not a transformation from the concept of the world republic to that of states federation on one hand. On the other hand, the concept of states federations does not violate his principle just for the absence of its validity in political reality. In fact, Kant is consistent and sincere. So, he expressed the complicated relationship between the concept of world republic and that of states federation, which is the relation of morality to politics in essence. He deals with the issue through his teleology of history that is an inspiring train of thing and heritage we should inherit, though Kant didn＇t carry out it through.
